The EU seller forums have been going crazy leading up to March 10, 2019 because many people were scared that Amazon would revoke their ability to sell in German (DE) markets.
Fortunately, now that sellers have received official word from Amazon on what's actually required of them, it's not nearly as bad as we thought. That is, unless you're amongst the 95% of Chinese sellers that were recently suspended on Amazon.de.
Per avalara.com:
For EU VAT registered companies selling goods over the internet to consumers in Germany, the VAT registration threshold (distance selling) is €100,000 per annum.
I'm currently under the 100,000 Euro annual threshold in Germany, so I get off easy.
All I had to do was open the following email from Amazon & follow the "Click here to open your declaration form":
The personalized link took me to a 1-question survey form where I confirmed that I'm exempt from German VAT registration (for now), as I don't meet the threshold.

I've learned quite a bit from the lawyer that runs a Facebook group for helping Amazon sellers with tax problems:
